We are a WHMCS Authorized Reseller, which works the same as any other company reselling licenses. Technically the requirements are we sell it with a product of ours such as a VPS, with the intent of using the license on that service -- however we do not keep track of where every license is installed and if it's under our network or not.
Ideally you should use it on the VPS you buy as well.

Would this be plan be slightly customisable?
I would be after 64MB RAM and a larger disk. I would use it as a backup VPS and personal email server (incoming/outgoing tcp/25 and rdns required).
