What "Bulletproof" Actually Means
A lot of legal/legit hosting providers use word "bulletproof" in a legal manner, what does it originally stand for?
This type of providers use this kind for just marketing and sales increase, and when it becomes serious they don't even think more than a minute to suspend client's account.

Well-known websites like DDoS-Guard are accused of support illegal activities for a long time, despite their AUP that states they do not support and do not allow illegal activities.
Researchers and journalists have alleged that many of DDoS-Guard's clients are engaged in criminal activity, and investigative reporter Brian Krebs reported in January 2021 that a "vast number" of the websites hosted by DDoS-Guard are "phishing sites and domains tied to cybercrime services or forums online" [1]
At Scantra, we found out that most abusive servers were provided by "bulletproof" hosting providers, despite our system repetitive reminders, no actions was being taken at all.
However, we recently detected a massive campaign targeting Egypt Post, Orange Egypt, and other Egyptian companies hosted by Tencent, which also ignored all abuse reports. Phishing kits were pre-made and hosted using a services provided via Telegram.

As a trusted reporter at GSB, we were able to instantly flag all detected domains, but we still were not able to take down the hosting server. We were able to suspend some domains (CLIENTHOLD) but not all registrars have responded.
We believe that BPH services must not be used as a marketing term, and should be considered illegal everywhere, because it can only be that, or otherwise a marketing scam.
