It's a very simplistic design I'm looking for, graphic work is limited to existing images already logo + photo background for header area, everything else is purely CSS

My advice is to first find someone who will create the design in PSD (or HTML) and once you're happy with the design find someone else who will integrate it into WHMCS/SolusVM.

Let me tell you one of my secret : If I'm too lazy for my projects, I simply outsourced someone, and I look for them on Fiverr.. Find a good people, pay 5 USD, let them work..

I'm more into I'll tell you what I want done and you give me a price first. If I said a 10000 budget to someone that's what they would probably charge me, and hell no is my budget 10 grand it's just an example.
