few month ago i use their windows 12 usd vps.all are leveled by saaki.net.If resell is it possible? i am not sure about them.

SonicVPS offers Windows I think. They're great, but I didn't like the CPU power when I used them. That said, it was more than I deserved for what I paid. URPad also had a promo, not sure if it's still good, but the performance was just amazing.

Datacentre and/or internal licenses dont.

DC ones are licensed per socket. If you manage to cram 200 in a server, license cost is close to 0. M

Not at all, it is really possible on big servers with Serious SAMs, err, SANs... but in that case HW cost will probably be more of a problem than licensing :) M
