Edis has KVM so tun/tap is enabled.

Nevermind, They only got the yearly package, and i don't want the 2.99 package wich is 3.50 with Vat (euros) and is above $4

True, if you want to watch music on Youtube then .de sucks. I guess the next "big" host within your budget is UrPad but i don't know if they have automatic TUN/TAP enabeling.
