@leapswitch in India, also DigitalOcean SG have fixed their India routes since quite long ago.
Vultr.com has Tokyo, Japan for $7. Prometeus also has offers out of @leapswitch in Pune, India but costs a little more.

If you target India, then Japan won't be the most optimal choice, Singapore is going to be much better. And in fact there's now so many low-end providers in Singapore (DO beats them all, though).

I think singapore dc is more shorter route to india than japan, so digital ocean or one asiahost is good choice. Other than singapore, maybe other options are european dc (france, germany or ukraine).
Prometeus have servers in Pune I think
Certainly not Ukraine, there is no direct link from Ukraine towards India (or Asia in general), so you will always route via countries like Germany, France or Netherlands first, at which point why not just get a VPS in those countries directly, and reduce your ping.
But to me buying a VPS in Asia itself seems a better choice, that way you also support local providers and development of the region's networks.
