Those IPs are expensive. You have to spend like $250/month to get an IP like that.

You were lucky. You cannot get a new IP like this less than at least $200
I've got some IP addresses within 93.xxx although I'm not really keen on gameservers.. would rather stay out of that.

Have one on 93.x.x.x. 15$ per month. But it's very low end, not good for game servers. But can be upgraded

You shouldn't presume to know peoples reasons for why they do things until they tell you why.
Most likely the OP already has game servers that use IPs starting 93, 87 and 89 and wants to keep them looking consistent. It gives a better view of your gaming community if all your servers have similar looking address rather than random ranges being used here and there.
We have Xen VPSes in UK with IP ranges starting 87. ...
Why do you get any advantage by having a specific IP range? Am I missing something here?
My ISP (AT&T) assigned me a reserved DHCP that starts with 93.xx.xx.xx.
